Since 2002 he is President of Soci\u00e9t\u00e9 Internationale de D\u00e9fense Sociale with headquarters in Paris and Milan.<\/p>\n<p>Born in Valladolid in 1951, he studied at the Law Faculty of the University of Valladolid and concluded in 1974 as outstanding and with extraordinary prize. With a fellowship awarded by the DAAD he pursues post-doctoral studies at the Institute of Criminal Sciences of the University of Cologne, from 1975 to 1977, next to Prof H. J. Hirsch, as well as at the Institute of Criminology and Economic Criminal Law at the University of Freiburg next to Professor Tiedemann, with a fellowship awarded by the Council of Europe. Since 1977 Criminal Law Assistant at the Chair of Prof. Marino Barbero Santos at the Complutense University of Madrid, where he received his doctorate in 1980, <i>cum laude<\/i> with a thesis on \u201cResponsibility for the crimes committed by reckless omission in occupational accidents\u201d, which earns the award of the Foundation of the Chamber of Commerce and the Universities Madrid. Tennure Professor of criminal law at the Complutense of Madrid University since 1982. Professor and Founder Dean of the Faculty of Law at the University of Castilla-La Mancha in Albacete, 1985. Rector of the University of Castilla-La Mancha, a position he held after successive elections from 1988 to 2003.<\/p>\n<p>The publications have focused mainly on four areas: The criminal protection of the individuals at work, Economic criminal law, European criminal law and relations between criminal law and Constitution, always with a special concern for Comparative Law and Comparative Law of the European and Latin American countries. Among the titles of his publications are: \u00abThe criminal protection of the safety at work\u00bb- Ministry of Labor, Madrid1981; \u00abCrimes against the public finances concerning subsidies\u00bb &#8211; Ministry of Justice, Madrid 1987; \u00abManual of Criminal Law related to workplace safety\u00bb &#8211; Praxis Publishing Inc. Barcelona 1988; \u00abEconomic Criminal Law Studies\u00bb &#8211; University of Castilla La Mancha, Cuenca 1994; \u00abLessons of Criminal Law &#8211; General Part\u00bb. Editorial Praxis S. A. Barcelona 1996; \u201cCode of European and International Criminal Law\u201d &#8211; Ministry of Justice, Madrid 2008; with William Schabas and Paloma Biplino, Towards universal abolition of the death penalty, 2010.\u00a0He also published other thirty scientific articles, some of them in German, French, Italian, Portuguese, English, Japanese or Romanian can be seen in the attached list.<\/p>\n<p>President of the <i>Soci\u00e9t\u00e9 Internationale de D\u00e9fense Sociale (2003<\/i>). Vice President of the <i>Association Internationale de Droit P\u00e9nal (2007<\/i>), a Spanish national group of which he was President. Member of the Board of Directors of the <i>International Society of Criminology (2005)<\/i>. Member of the Spanish National Commission of Legislation and permanent Consultant for the Criminal Law Reform (since 2004) at the Spanish Ministry of Justice. Since 2006 the Scientific Advisory Board member and Vice President thereof from 2009 of the <i>Max-Planck Institute<\/i> for Foreign and International Criminal Law in Freiburg. Chairman of Academic Committee of the Latin American Portal of Criminal Science. Member of the<i> International Scientific and Professional Advisory Council of the United Nations Crime Prevention and Criminal Justice Program (ISPAC).<\/i><\/p>\n<p>Professor Arroyo was awarded with the Medal of Honor by the Complutense University, 1995; Gold Medal of Castilla La Mancha, 2006; the Cross of Honour of St. Raymond of Pe\u00f1afort by the Ministry of Justice in 2007; Fellow and Gold Insignia of Alexander von Humboldt Foundation 2010. He holds the titles of Doctor Honoris Causa from the University of San Cristobal de las Casas, Chiapas, Mexico, January 2000; from the Federal University of State in Rio de Janeiro. April 2004, from the Kennedy University of Buenos Aires, Argentina, August 2005, from the University of Mor\u00f3n, Argentina, April 2008 and from that of Targoviste in Romania in April 2009. Member of the Board of the Ortega y Gasset-Mara\u00f1on Foundation, of the Natural Heritage Foundation and the Royal Foundation of Toledo.
