La conferencia fue organizada por el profesor Chin-Peng Chu, vicepresidente de la Universidad Nacional Dong Hwa y catedr\u00e1tico <em>Jean Monnet<\/em> en el Departamento de Administraci\u00f3n P\u00fablica de dicha universidad, y entre 2009 y 2012 ministro de Investigaci\u00f3n y Desarrollo del Gobierno de Taiwan.
